In the near future, we will introduce legislation to establish an independent commission that gives Pennsylvanians a voice in drawing our congressional districts. Our goal is to ensure that districts are drawn in a transparent and fair manner, so that all voters can participate in a democratic process they trust.
 
This legislation will create an Independent Congressional Redistricting Commission composed of commissioners representing the Republican Party, the Democratic Party, minority parties, and unaffiliated voters. Pennsylvanians will apply to join the Commission through an open and transparent process. The final selection will reflect the diversity of our Commonwealth, including factors such as age, race, ethnicity, gender, and geographic representation. To ensure impartiality, elected officials, political party officers and staff, political consultants, and state and federal lobbyists will be prohibited from serving on the Commission. Applicants will also be required to disclose any potential conflicts of interest.
 
The Commission will be tasked with establishing single-member congressional districts that: 
- Comply with the United States Constitution and all applicable federal laws;
- Comply with the Constitution of the Commonwealth of Pennsylvania;
- Are geographically contiguous;
- Respect the integrity of communities of interest, minimizing the splitting of counties, townships, and city boundaries where possible; and
- Are not drawn to unfairly favor or disadvantage any political party, candidate, or elected official.
 The process will be inclusive, engaging all stakeholders, including relevant agencies, House and Senate leadership, committee chairs, and members of the Pennsylvania House and Senate.
