In races that impact local governments and state offices, the smallest of advantages may impact enough votes to affect the outcome. Voters demand an electoral system of integrity and fairness, and to that end, we are proposing to end the current process by which candidates are placed in order on ballots and instead begin rotating ballot order to ensure fairness to all who offer themselves up for public office and the voters who will choose among them.
 
Our proposal would begin this effort by rotating candidate order county-by-county within the boundaries of each electoral district. This would not unduly burden county boards of elections as we explore this new approach to electoral fairness. Our initiative would also require the Pennsylvania Election Law Integrity Board to study whether this ballot randomization could and should be extended on a precinct-by-precinct basis in the future.
 
Other statistical analysis of elections across the country have demonstrated that the order in which candidates are listed on a ballot can have a substantial impact on the outcome of a race.
