After reading an article that highlighted a state affiliated institution's use of funds for missions to foreign nations that are of little benefit to Pennsylvanians, I am planning to introduce legislation that will require education or research institutions receiving taxpayer dollars to document how the use of those dollars substantially benefits the Commonwealth or its residents.
