A RESOLUTION
1 Recognizing October 12, 2024, as "Period Action Day" in
2 Pennsylvania.
3 WHEREAS, Since 2019, "Period Action Day" has been
4 commemorated on the second Saturday in October to raise
5 awareness of the challenges faced by menstruating girls and
6 women around the world; and
7 WHEREAS, Approximately half of all Pennsylvanians have a
8 period, lasting on average between three and eight days, every
9 28 days over the course of around 40 years; and
10 WHEREAS, For more than 2,000 days of their lives, on days
11 that they have their period, menstruating individuals require
12 period products such as pads and tampons, to go about their
13 daily lives; and
14 WHEREAS, In 2021, two-thirds of low-income women in the
15 United States, more than 11 million people, reported being
16 unable to afford period products, with half reporting having to
17 choose between period products and food, and one in five
18 reporting having to miss school or work as a result; and
1 WHEREAS, It is well documented that the phenomenon of period
2 poverty, being unable to afford period products and maintain a
3 basic level of personal hygiene and dignity, adversely affects
4 people's physical and mental health, disrupts their education,
5 impedes their job performance and limits their economic
6 potential; and
7 WHEREAS, Communities across the United States and around the
8 world are finally beginning to recognize the nexus between
9 access to period products and women's and girls' ability to
10 survive, thrive and meaningfully contribute to society;
11 therefore be it
12 RESOLVED, That the Senate recognize October 12, 2024, as
13 "Period Action Day" in Pennsylvania; and be it further
14 RESOLVED, That the Senate recognize the need to destigmatize
15 menstruation and raise awareness about the importance of access
16 to period products in this Commonwealth and around the world;
17 and be it further
18 RESOLVED, That the Senate recognize the barriers faced by
19 vulnerable populations that cannot afford or otherwise access
20 period products, including in schools, government buildings,
21 organizations that serve vulnerable populations, such as food
22 banks and homeless shelters, and correctional facilities; and be
23 it further
24 RESOLVED, That the Senate recognize the work of activists
25 throughout this Commonwealth working to combat period poverty;
26 and be it further
27 RESOLVED, That the Senate recognize the myriad of positive
28 impacts created by offering free period products in places like
29 schools, government buildings, food banks, homeless shelters and
30 correctional facilities; and be it further

1 RESOLVED, That the Senate urge the enactment of laws that
2 provide access to period products at no cost to those who use
3 them.
