A RESOLUTION
1 Recognizing October 19, 2024, as "National Move Over Day" in
2 Pennsylvania.
3 WHEREAS, Under Pennsylvania law, drivers are required to move
4 over by switching lanes when passing emergency vehicles and, if
5 they cannot move over, drivers must slow down to 20 miles per
6 hour under the speed limit; and
7 WHEREAS, The law applies to emergency vehicles with lights
8 flashing, to road crews or emergency crews with flares lit or
9 other signage posted, tow trucks providing emergency assistance
10 or any other disabled vehicle with at least two emergency
11 displays; and
12 WHEREAS, Emergency displays may include hazard lights,
13 caution signs, flares or other indicators; and
14 WHEREAS, Law enforcement officers, firefighters, public
15 service utility workers, emergency medical personnel, highway
16 crews and tow truck drivers conduct valuable and often
17 lifesaving operations on the side of the road; and
1 WHEREAS, These workers are available 24 hours a day, 7 days a
2 week, in all weather events and dangerous situations and risk
3 their lives helping other people; and
4 WHEREAS, With limited room on the sides of roads and
5 highways, these workers can be in danger from passing cars and
6 debris; and
7 WHEREAS, Across the country, emergency workers, incident
8 responders and highway workers are put at risk, which can result
9 in preventable injury or death; and
10 WHEREAS, The towing industry is deadlier than all other
11 private industries combined, according to the Centers for
12 Disease Control and Prevention; and
13 WHEREAS, While all 50 states have "Slow Down, Move Over"
14 laws, fewer than 30% of Americans know these laws, according to
15 the National Highway Traffic Safety Administration; and
16 WHEREAS, There is a need for the public to be educated on the
17 dangers of failing to abide by these laws; therefore be it
18 RESOLVED, That the Senate recognize October 19, 2024, as
19 "National Move Over Day" in Pennsylvania; and be it further
20 RESOLVED, That the Senate remind drivers of their
21 responsibility to keep our roadways safe for everyone.
