A RESOLUTION
1 Directing the Joint State Government Commission to conduct an
2 assessment and analysis of the impact of racial harassment
3 and discrimination experienced by students enrolled in this
4 Commonwealth's postsecondary institutions.
5 WHEREAS, Pennsylvania is home to a variety of postsecondary
6 institutions, which are tasked with preparing this
7 Commonwealth's students with the experiences and resources
8 necessary to drive our Commonwealth's future; and
9 WHEREAS, These institutions have a constitutional obligation
10 to ensure that students receive education in environments free
11 from harassment and intimidation based on race, color or
12 national origin; and
13 WHEREAS, Racial harassment has led to severe mental trauma
14 amongst Black and Brown students, limiting students' ability to
15 participate in and benefit from their schools; therefore be it
16 RESOLVED, That the Senate direct the Joint State Government
17 Commission to conduct an assessment and analysis of the impact
18 of racial harassment and discrimination experienced by students
1 enrolled in this Commonwealth's postsecondary institutions,
2 including:
3 (1) consulting with representatives from a diverse array
4 of backgrounds, including, but not limited to, students,
5 staff and administrators;
6 (2) identifying and analyzing prevention and response
7 policies of different educational settings relating to racial
8 harassment;
9 (3) reviewing strategies to combat racial harassment and
10 discrimination adopted by other states and in varying
11 educational settings; and
12 (4) providing suggestions for statutory provisions to
13 reduce instances of racial harassment at this Commonwealth's
14 postsecondary institutions;
15 and be it further
16 RESOLVED, That the Joint State Government Commission issue a
17 report of its findings, along with any statutory
18 recommendations, to the General Assembly within 18 months of the
19 adoption of this resolution.
