A RESOLUTION
1 Establishing, authorizing and empowering the Select Committee on
2 the Trump Assassination Attempt to investigate, review and
3 make findings and recommendations concerning the planning,
4 response and coordination of Federal, State and local law
5 enforcement agencies at the Trump campaign event on July 13,
6 2024, and the best practices for law enforcement entities to
7 ensure the safety and security of the public and highly
8 visible individuals at such events in the future.
9 WHEREAS, The entire world witnessed the tragic events of July
10 13, 2024, in Butler, Pennsylvania, when a gunman opened fire at
11 a rally held by former President Donald Trump; and
12 WHEREAS, Butler County resident Corey Comperatore was killed
13 while shielding his family from harm, former President Donald
14 Trump was shot through the ear and two rally attendees were
15 critically wounded; and
16 WHEREAS, The suspected shooter climbed to the roof of a
17 building within 147 yards of the rally stage, with a clear view
18 of the former President and attendees, where he fired multiple
19 shots before being neutralized by United States Secret Service
20 snipers; and
1 WHEREAS, The Commonwealth of Pennsylvania will likely host
2 multiple high-level political campaign events for the remainder
3 of the 2024 election season and other high-profile events, like
4 the Semiquincentennial Celebration, in the near future; and
5 WHEREAS, The health, welfare and safety of all who attend
6 these events depend on the cooperation of and communication
7 among Federal, State and local law enforcement agencies; and
8 WHEREAS, The events of July 13, 2024, demand a deliberate
9 examination to better understand how such a tragedy occurred and
10 what remedial measures can be taken to prevent it from happening
11 in the future; therefore be it
12 RESOLVED, That the House of Representatives establish,
13 authorize and empower the Select Committee on the Trump
14 Assassination Attempt to investigate, review and make findings
15 and recommendations concerning:
16 (1) the planning, response and coordination of Federal,
17 State and local law enforcement agencies at the Trump
18 campaign event on July 13, 2024; and
19 (2) the best practices for law enforcement entities to
20 ensure the safety and security of the public and highly
21 visible individuals at such events in the future;
22 and be it further
23 RESOLVED, That the select committee consist of six members of
24 the House of Representatives, including three members from the
25 majority party of the House of Representatives appointed by the
26 Speaker of the House of Representatives and three members from
27 the minority party of the House of Representatives appointed by
28 the Minority Leader of the House of Representatives; and be it
29 further
30 RESOLVED, That the Speaker of the House of Representatives

1 appoint the chair of the select committee from among the six
2 members of the select committee; and be it further
3 RESOLVED, That the chair of the select committee, on behalf
4 of the select committee, be authorized and empowered to do the
5 following:
6 (1) send for individuals and papers and subpoena
7 witnesses, documents, including electronically stored
8 information, and any other materials under the hand and seal
9 of the chair;
10 (2) administer oaths to witnesses;
11 (3) take testimony;
12 (4) conduct interviews, take statements and any other
13 investigative steps as determined by the chair;
14 (5) prepare and file pleadings and other legal
15 documents; and
16 (6) employ counsel and staff for the use of the chair or
17 the select committee;
18 and be it further
19 RESOLVED, That the Sergeant-at-Arms or a deputy, or other
20 competent adult authorized by the chair, serve the process and
21 execute the order of the select committee; and be it further
22 RESOLVED, That the select committee be authorized to sit
23 during the sessions of the House of Representatives; and be it
24 further
25 RESOLVED, That the expenses of the select committee
26 investigation be paid by the Chief Clerk from appropriation
27 accounts under the Chief Clerk's exclusive control and
28 jurisdiction upon a written request approved by the Speaker of
29 the House of Representatives, the Majority Leader of the House
30 of Representatives or the Minority Leader of the House of

1 Representatives; and be it further
2 RESOLVED, That the select committee submit a final report to
3 the Speaker of the House of Representatives with its findings
4 and recommendations not later than November 30, 2024, which
5 shall be disseminated to each member of the House of
6 Representatives and made available to the public.
