A RESOLUTION
1 Honoring the life and service of Toty Boley.
2 WHEREAS, Toty Boley was born February 26, 1994, in Liberia,
3 to Mamie Gowah and Newili Glayer Batuna; and
4 WHEREAS, At a young age, Mr. Boley moved to the United States
5 with his grandmother, Elizabeth Boley, to make a better life for
6 himself; and
7 WHEREAS, Mr. Boley graduated from Motivation High School,
8 part of the School District of Philadelphia, in 2013; and
9 WHEREAS, Mr. Boley went on to earn a bachelor's degree in
10 philosophy with minors in political science and gerontology from
11 Slippery Rock University in 2017 and earned his master of public
12 administration degree as a member of the Alpha Chi Honor Society
13 from Bowie State University in Bowie, Maryland, in 2020; and
14 WHEREAS, Mr. Boley was a beloved member of the staff of
15 Senator Katie Muth since 2022, working in her Royersford
16 district office as a constituent services representative; and
17 WHEREAS, Prior to working with the Pennsylvania State Senate,
18 Mr. Boley had previously worked for the Pennsylvania House of
1 Representatives and interned with members of the United States
2 Senate and the United States Congress; and
3 WHEREAS, Mr. Boley was entering his final year of law school
4 at Widener Law Commonwealth and was completing an internship
5 with the Montgomery County Public Defender's Office; and
6 WHEREAS, Mr. Boley and his fiancée, Morrisa Dougba, were
7 recently engaged to be married and had a bright future ahead of
8 them; and
9 WHEREAS, Mr. Boley dedicated his life to doing as much good
10 for others as possible and cared deeply for the members of his
11 community; and
12 WHEREAS, On June 15, 2024, Mr. Boley was tragically killed in
13 a motor vehicle accident; therefore be it
14 RESOLVED, That the Senate honor the life and service of Toty
15 Boley; and be it further
16 RESOLVED, That the Senate extend sincere condolences to Mr.
17 Boley's family and many friends upon his tragic passing and
18 honor his enduring legacy of service.
