39 ROUTE 74 OVER THE LITTLE CONEWAGO CREEK IN DOVER TOWNSHIP,
40 YORK COUNTY, AS THE CORPORAL WILLIAM E. HEILMAN MEMORIAL
41 BRIDGE; and making repeals.
42 The General Assembly of the Commonwealth of Pennsylvania
43 hereby enacts as follows:
44 Section 1. PFC Lawrence J. Deisher Memorial Bridge.
45 (a) Findings.--The General Assembly finds and declares as
46 follows:
47 (1) Private First Class Lawrence J. Deisher was born
48 July 9, 1947, and was raised in Reading.
49 (2) PFC Deisher served in the United States Army during
50 the Vietnam War and was a distinguished member of the 2nd

1 Battalion, 502nd Infantry Brigade, 101st Airborne Division.
2 (3) On June 9, 1966, PFC Deisher made the ultimate
3 sacrifice when he fearlessly engaged with the enemy.
4 (4) On that day, PFC Deisher displayed unparalleled
5 bravery and tactical prowess, which resulted in the
6 neutralization of the imminent threat.
7 (5) PFC Deisher's actions on that day earned him the
8 Silver Star, a testament to his valor and selflessness.
9 (6) PFC Deisher not only met but surpassed the stringent
10 criteria required to join the esteemed 101st Airborne
11 Division, showcasing exceptional skill, unwavering commitment
12 and unparalleled courage.
13 (7) PFC Deisher's life, heroism and sacrifice exemplify
14 the highest standards of service and serve as a beacon of
15 inspiration for many.
16 (b) Designation.--The bridge, identified as Bridge Key 5059,
17 carrying State Route 2021 over Mineral Springs Creek in the City
18 of Reading, Berks County, is designated as the PFC Lawrence J.
19 Deisher Memorial Bridge.
20 (c) Signs.--The Department of Transportation shall erect and
21 maintain appropriate signs displaying the name of the bridge to
22 traffic in both directions of the bridge.
23 Section 2. Donald E. Parlee Memorial Bridge.
24 (a) Findings.--The General Assembly finds and declares as
25 follows:
26 (1) Donald E. Parlee, M.D., was born in Philadelphia and
27 attended Germantown High School.
28 (2) Dr. Parlee earned a B.S. degree from Ursinus College
29 in 1955 and graduated from Temple University School of
30 Medicine in 1959.

1 (3) Dr. Parlee enjoyed a 43-year career as a board-
2 certified radiologist at Doylestown Hospital and grew the
3 radiology department from one physician to 20 radiologists.
4 (4) Dr. Parlee served as chief of the radiology
5 department for 25 years and established the hospital's School
6 of Radiologic Technology.
7 (5) Dr. Parlee earned a Bronze Star for serving our
8 country for the United States Army in Vietnam from 1966 to
9 1968, including during the Tet Offensive. At one point, he
10 was the most senior radiologist in Vietnam and trained other
11 radiologists throughout the country.
12 (6) Dr. Parlee was involved in many philanthropic
13 endeavors, including those benefiting Doylestown Hospital,
14 Ursinus College, the Bucks County Audubon Society, the
15 Bowman's Hill Wildlife Preserve and the Peace Valley Nature
16 Center.
17 (7) Dr. Parlee proudly gave back to his profession,
18 serving as President of the Bucks County Medical Society, as
19 Vice Chair of the Foundation of the Pennsylvania Medical
20 Society and as delegate to the American Medical Association
21 for 10 years.
22 (8) Dr. Parlee also contributed to his alma mater,
23 Ursinus College, serving in various roles with the Ursinus
24 Board of Trustees beginning in 1983 and as President of the
25 Ursinus Alumni Association.
26 (9) Along with his wife, fellow Ursinus College
27 graduate, Joan Parlee, Dr. Parlee supported many initiatives
28 at Ursinus College, including scholarships, capital building
29 projects, summer student research, the Ursinus Fund and, most
30 notably, the endowment of the Parlee Center for Science and

1 the Common Good.
2 (10) In 2023, the Parlees were awarded with one of
3 Ursinus College's highest honors, the Bear2Bear Impact Award
4 for Leadership and Service, in recognition of the
5 extraordinary impact their work and philanthropic efforts
6 have had on their community.
7 (11) Dr. Parlee passed away on March 21, 2024, at 89
8 years of age, leaving behind a legacy of unwavering
9 commitment to the betterment of his community through
10 selfless service and philanthropy.
11 (b) Designation.--The bridge, identified as Bridge Key 6917
12 carrying State Route 4202 over Pennsylvania Route 611 in
13 Doylestown Township, Bucks County, is designated as the Donald
14 E. Parlee Memorial Bridge.
15 (c) Signs.--The Department of Transportation shall erect and
16 maintain appropriate signs displaying the name of the bridge to
17 traffic in both directions on the bridge.
18 Section 3. Sergeant Josue "Rocky" Saez, Jr., Memorial Road.
19 (a) Findings.--The General Assembly finds and declares as
20 follows:
21 (1) Sergeant Saez was a dedicated, caring and
22 irreplaceable officer within SCI Camp Hill having served the
23 Department of Corrections for over 15 years as both an
24 officer and sergeant, earning the position of first shift
25 Diagnostic and Classification Sergeant, through which he
26 consistently ensured that all operations were covered.
27 (2) Sergeant Saez earned the respect of both staff and
28 inmates alike, serving as a humble yet confident role model
29 to those around him and standing up for the good and
30 protecting the powerless in his work and his home.

1 (3) Sergeant Saez died senselessly and tragically on
2 November 4, 2023, while addressing a noise complaint with a
3 neighbor while off-duty.
4 (4) Sergeant Saez's loss will continue to be deeply felt
5 among his peers at SCI Camp Hill, his family and friends and
6 among those he supervised and served as an officer and he
7 will be remembered for his engaging personality, dedication,
8 sincere respect, consideration of others and smile.
9 (5) 2023 marks both the 15th anniversary of his service
10 to the Department of Corrections as well as the end of his
11 watch. Though nothing will fill the void of such a loss, the
12 renaming of this road will memorialize the service,
13 dedication, sacrifice and legacy of Sergeant Josue "Rocky"
14 Saez, Jr.
15 (b) Designation.--The portion of State Route 2017, also
16 known as Lisburn Road, from Segment 90/Offset 300 to Segment
17 90/Offset 2200 in Lower Allen Township, Cumberland County, is
18 designated as the Sgt. Josue "Rocky" Saez, Jr., Memorial Road.
19 (c) Signs.--The Department of Transportation shall erect and
20 maintain appropriate signs displaying the name of the highway to
21 traffic in both directions on the highway.
22 Section 4. Sergeant Timothy Simpson Memorial Road.
23 (a) Findings.--The General Assembly finds and declares as
24 follows:
25 (1) Timothy Simpson was appointed to the Philadelphia
26 Police Department on November 14, 1988.
27 (2) He was subsequently promoted to Corporal in 1998 and
28 became a Sergeant in 2005.
29 (3) Sergeant Simpson's most recent assignment was with
30 the 24th Police District as the Sergeant of Squad 2A.

1 (4) Prior to serving with the Philadelphia Police
2 Department, Sergeant Simpson served with the United States
3 Army and was a police officer for the Southeastern
4 Pennsylvania Transportation Authority (SEPTA).
5 (5) On November 17, 2008, Sergeant Simpson was killed in
6 the line of duty at the age of 46 while responding to a
7 robbery call when his patrol car was involved in a collision
8 with another vehicle operated by an intoxicated driver.
9 (6) Sergeant Simpson served with the Philadelphia Police
10 Department for 20 years.
11 (7) During his career, Sergeant Simpson received a
12 Heroism Commendation, four Merit Commendations, and one
13 Commendatory Letter.
14 (b) Designation.--The portion of State Route 1016, also
15 known as Holme Avenue, from the intersection with Winchester
16 Avenue to the intersection with Holme Circle, in
