A RESOLUTION
1 Designating June 30, 2024, as "Mayor Elizabeth 'Libby' White
2 Day" in Pennsylvania.
3 WHEREAS, Elizabeth "Libby" White was born June 30, 1935, at
4 Fort Riley, Kansas, to career Army Officer Alfred W. Liedtke and
5 Mabel W. Liedtke; and
6 WHEREAS, Growing up in a military family, Mrs. White moved
7 frequently, including to Ames, Iowa; Romulus, New York;
8 Aberdeen, Maryland; and abroad to Tokyo, Japan; and
9 WHEREAS, Mrs. White's family returned to Maryland, where Mrs.
10 White graduated from Aberdeen High School; and
11 WHEREAS, Mrs. White received her bachelor's degree in music
12 education from what is now West Chester University, where she
13 met her future husband Lou White; and
14 WHEREAS, Prior to marriage, Mrs. White taught music at Havre
15 de Grace Elementary School in Maryland; and
16 WHEREAS, In 1964, Mrs. White came to Doylestown with Mr.
17 White, where they built a house and raised their two sons, Eric
18 and Doug; and
1 WHEREAS, Mrs. White began to apply her musical background to
2 learning and later performing on the harp, eventually giving
3 harp lessons; and
4 WHEREAS, Mrs. White's love of learning and working with
5 people led her to study and earn a master's degree in elementary
6 guidance and counseling from Lehigh University, and she applied
7 her skills in her position as a counselor in the Souderton
8 School District; and
9 WHEREAS, Mrs. White ran for Mayor of Doylestown and
10 campaigned the old-fashioned way, knocking on doors and engaging
11 with her neighbors; and
12 WHEREAS, Mrs. White won the election and became Doylestown's
13 first female mayor; and
14 WHEREAS, Mrs. White served two terms as Mayor of Doylestown
15 and played a critical role in a number of initiatives; and
16 WHEREAS, Mrs. White helped create the Doylestown Borough
17 Commission for All Ages, whose goal was to create activities and
18 interactions between residents of all ages; and
19 WHEREAS, Mrs. White was also instrumental in the "Clean and
20 Green" project, which was devoted to removing litter from
21 downtown Doylestown and enhancing quality of life for all
22 residents; and
23 WHEREAS, Mrs. White also supported several major developments
24 that contributed to the growth of Doylestown, including her role
25 in helping to form the Central Bucks Regional Police Department,
26 the construction and location of the newest Bucks County
27 Courthouse and early work to create a park and new offices for
28 both the Central Bucks Regional Police and the Doylestown
29 borough government; and
30 WHEREAS, Mrs. White passed away on her 87th birthday on June

1 30, 2022; and
2 WHEREAS, In 2023, Doylestown honored Mrs. White with a
3 monument at Broad Commons Park; and
4 WHEREAS, Mrs. White was a trailblazing mayor who left a
5 profound impact on Doylestown, while acting with grace and
6 kindness; therefore be it
7 RESOLVED, That the House of Representatives designate June
8 30, 2024, as "Mayor Elizabeth 'Libby' White Day" in
9 Pennsylvania; and be it further
10 RESOLVED, That the House of Representatives reflect on what
11 it means to truly serve our communities and strive to carry
12 ourselves with the same humility as Mrs. White.
