In response to the substantial public health challenges posed by alcohol and drug misuse and related disorders, as well as the need for coordination among multiple state agencies, Act 50 of 2010 established the Department of Drug and Alcohol Programs (DDAP). As the Single State Authority for substance use disorder services, DDAP is tasked with the critical responsibility of expanding education, intervention, treatment, and recovery support programs throughout the Commonwealth.
As Pennsylvania continues to address the opioid overdose epidemic and emerging drug threats, DDAP has significantly increased its coordination with the Department of Health, Department of Human Services, Department of Corrections, and other agencies. Through these efforts, DDAP has focused on innovating the treatment system, supporting grassroots recovery organizations, and advocating for harm-reduction strategies with proven outcomes.
Given DDAP’s expanded responsibilities and efforts, this legislation updates the existing annual reporting requirements. Comprehensive reporting will enable the General Assembly to distinguish programs needing additional support and identify new initiatives for substance misuse intervention, treatment, and rehabilitation. Additionally, these reports will enhance the General Assembly's engagement and collaboration with the public and stakeholders, including advocacy groups and service providers. This increased transparency and communication will facilitate meaningful input and contributions to policy discussions, increase awareness of DDAP’s efforts, and ultimately support their initiatives more effectively.
