AN ACT
1 Amending Title 34 (Game) of the Pennsylvania Consolidated
2 Statutes, in fiscal affairs, further providing for
3 ESTABLISHMENT AND USE OF GAME FUND AND FOR appropriation and <--
4 audit of moneys.
5 The General Assembly of the Commonwealth of Pennsylvania
6 hereby enacts as follows:
7 Section 1. Section 522(a) and (c) of Title 34 of the <--
8 Pennsylvania Consolidated Statutes are amended to read:
9 SECTION 1. SECTION 521 OF TITLE 34 OF THE PENNSYLVANIA <--
10 CONSOLIDATED STATUTES IS AMENDED BY ADDING A SUBSECTION TO READ:
11 § 521. ESTABLISHMENT AND USE OF GAME FUND.

13 (C) PROHIBITED USE.--NO MONEYS FROM THE GAME FUND, INCLUDING
14 AMOUNTS DONATED TO THE COMMISSION UNDER SECTION 523 (RELATING TO
15 DONATIONS), MAY BE USED TO PURCHASE MALT OR BREWED BEVERAGES,
16 WINE OR LIQUOR, INCLUDING AS A REIMBURSEMENT FOR DIRECT OR
17 INDIRECT PURCHASES MADE BY MEMBERS OF THE COMMISSION, THE
18 DIRECTOR OR EMPLOYEES OF THE COMMISSION.
19 SECTION 2. SECTION 522(A) AND (C) OF TITLE 34 ARE AMENDED TO
 1 READ:
2 § 522. Appropriation and audit of moneys.
3 (a) Appropriation.--
4 (1) Subject to an annual review and recommendations
5 under subsection (b), all moneys in the Game Fund are hereby
6 appropriated to the commission and may be expended only for
7 the purposes authorized under this title. This paragraph
8 expires June 30, 2025.
9 (2) Beginning January 1, 2025, the commission shall
10 prepare and annually submit to the chair of the
11 Appropriations Committee of the Senate and the chair of the
12 Appropriations Committee of the House of Representatives the
13 information required under subsection (b)(2) and an analysis
14 of and requests and recommendations regarding the itemized
15 budget of amounts to be appropriated from the Game Fund.

17 (c) Expenditures from Game Fund.--
18 (1) After review under subsection (a), the commission
19 shall submit to the Governor, for approval or disapproval,
20 estimates of the amount of moneys to be expended from the
21 Game Fund. The State Treasurer shall not honor any
22 requisition for expenditure of any moneys in excess of the
23 amount approved by the Governor. Moneys in the Game Fund
24 shall be paid out upon warrant of the State Treasurer drawn
25 after requisition by the director of the commission. This
26 paragraph expires June 30, 2025.
27 (2) Beginning with the 2025-2026 fiscal year, moneys in
28 the Game Fund shall be paid out upon appropriation by the
29 General Assembly and, after requisition by the director of
30 the commission, warrant of the State Treasurer.
