Established through Act 31 of 1984, the Pennsylvania Motorcycle Safety Program (PAMSP) teaches students critical motorcycle skills and safety lessons for free. According to Secretary of Transportation Mike Carroll, “The time spent in training supports many safe miles of riding by helping riders sharpen reflexes and hone the split-second decision-making abilities required to safely operate a motorcycle.” PAMSP is a model nationally for rider training programs.
 
Unfortunately, there is a trend of students registering for classes and not showing up. With limited spots in each class, many students are blocked from attending by those who ultimately skip the class. That is why I am introducing legislation to allow for a nominal refundable motorcycle safety course registration fee, which would be refunded if a student attends the training. This simple change will ensure that the program remains free for attendees while incentivizing those who register for the program to attend.
