A RESOLUTION
1 Urging the Congress of the United States to continue its support
2 of Taiwan and commemorating the 45th anniversary of the
3 enactment of the Taiwan Relations Act.
4 WHEREAS, The United States and the Republic of China, known
5 commonly in the United States as Taiwan, share common values and
6 vision for the 21st century where freedom and democracy serve as
7 the foundation for peace, prosperity and progress; and
8 WHEREAS, The House of Representatives of the Commonwealth of
9 Pennsylvania congratulates Taiwan's free and presidential
10 election on January 13, 2024, and conveys its best wishes to
11 President Lai Ching-te and Vice President Hsiao Bi-Khim for
12 their continued success; and
13 WHEREAS, The Congress of the United States passed the
14 landmark Taiwan Relations Act (TRA) in 1979 to sustain a close
15 bilateral relationship and to advance mutual security and
16 commercial interests between the United States and Taiwan; and
17 WHEREAS, The TRA and the Six Assurances have served as the
1 cornerstone of United States-Taiwan relations and have helped
2 preserve peace and stability in the Taiwan Strait; and
3 WHEREAS, Peace and stability in the Taiwan Strait is crucial
4 to maintenance of a free, open and secure Indo-Pacific; and
5 WHEREAS, The United States has assisted Taiwan in
6 participating in the World Health Organization, the
7 International Civil Aviation Organization, AND the International <--
8 Criminal Police Organization and the United Nations Framework <--
9 Convention on Climate Change; and
10 WHEREAS, The House of Representatives of the Commonwealth of
11 Pennsylvania urges the Congress of the United States to continue
12 its support of Taiwan's meaningful participation in these and
13 other organizations; and
14 WHEREAS, The United States-led Indo-Pacific Economic
15 Framework (IPEF) will help bolster the economic potential of the
16 region by defining shared trade objectives among partners and
17 addressing standards for technology, supply chains, the digital
18 economy and clean energy; and
19 WHEREAS, Taiwan supports the IPEF initiative and wishes to
20 become a full member; and
21 WHEREAS, Pennsylvania and Taiwan have developed an enduring
22 and mutually beneficial partnership that facilitates economic,
23 cultural and people-to-people exchanges; and
24 WHEREAS, Pennsylvania reopened a trade and investment office
25 in Taiwan in 2022, enhancing the robust economic relationship
26 between the two sides; and
27 WHEREAS, Taiwan is this Commonwealth's sixth largest export
28 market in Asia, and this Commonwealth is home to a growing
29 number of Taiwanese companies that create thousands of jobs; and
30 WHEREAS, Life Sciences Pennsylvania signed a memorandum of

1 understanding with the Taiwan Bio Industry Organization in 2015,
2 and the Pittsburgh Robotics Network joined a strategic alliance
3 with the Taiwan-USA Industrial Cooperation Promotion Office,
4 Ministry of Economic Affairs and Taiwan Automation Intelligence
5 and Robotics Association to strengthen cooperation in the fields
6 of robotics, automation, AI and smart manufacturing in 2021; and
7 WHEREAS, The United States-Taiwan Education Initiative was
8 launched in 2020 to strengthen cooperation on international
9 education and highlight Taiwan's ability to provide Mandarin
10 language instruction; and
11 WHEREAS, Given Mandarin's designation as a critical language
12 as well as Taiwan's plans to be bilingual by 2030, schools and
13 institutes of higher education in both this Commonwealth and
14 Taiwan are encouraged to enhance their exchanges, as exemplified
15 by the partnership between The Pennsylvania State University and
16 National Taiwan Normal University; and
17 WHEREAS, Pennsylvania and Taiwan signed an agreement
18 regarding the mutual recognition of driver's licenses in 2015,
19 deepening relations and providing greater convenience to people
20 on both sides; therefore be it
21 RESOLVED, That the House of Representatives of the
22 Commonwealth of Pennsylvania urge the Congress of the United
23 States to continue its support of Taiwan and commemorate the
24 45th anniversary of the enactment of the Taiwan Relations Act;
25 and be it further
26 RESOLVED, That the House of Representatives of the
27 Commonwealth of Pennsylvania enhance the friendship and
28 bilateral relationship between Pennsylvania and Taiwan; and be
29 it further
30 RESOLVED, That a copy of this resolution be transmitted to

1 the United States Secretary of State Antony Blinken, Ambassador
2 James K. J. Lee of the Taipei Economic and Cultural Office in
3 New York and Governor Josh Shapiro.
