AN ACT
1 Making appropriations from the Professional Licensure
2 Augmentation Account and from restricted revenue accounts
3 within the General Fund to the Department of State for use by
4 the Bureau of Professional and Occupational Affairs in
5 support of the professional licensure boards assigned
6 thereto.
7 The General Assembly of the Commonwealth of Pennsylvania
8 hereby enacts as follows:
9 Section 1. (a) The sum of $72,812,000, or as much thereof
10 as may be necessary, is hereby appropriated from the
11 Professional Licensure Augmentation Account within the General
12 Fund to the Department of State for the operation of the Bureau
13 of Professional and Occupational Affairs for the fiscal year
14 July 1, 2024, to June 30, 2025.
15 (b) The appropriation under subsection (a) includes
16 $10,000,000 for information technology and other associated
17 costs related to the replacement of the PA Licensure System. The
18 $10,000,000 may not be expended for any other purpose. The
19 Department of State shall issue a report on November 15, 2024,
20 and on May 15, 2025, to the chairperson and minority chairperson
1 of the Appropriations Committee of the Senate, the chairperson
2 and minority chairperson of the Appropriations Committee of the
3 House of Representatives, the chairperson and minority
4 chairperson of the Consumer Protection and Professional
5 Licensure Committee of the Senate and the chairperson and
6 minority chairperson of the Professional Licensure Committee of
7 the House of Representatives that contains all of the following:
8 (1) An accounting of funds expended by the Bureau of
9 Professional and Occupational Affairs related to the
10 replacement of the PA Licensure System by category of
11 expenditure.
12 (2) A status update on the implementation and timeline
13 of the replacement project, including a description of
14 efforts to improve or upgrade Bureau of Professional and
15 Occupational Affairs technology infrastructure, to interface
16 with educational institutions in this Commonwealth, to
17 facilitate and expedite education verification, to fully
18 implement licensure compacts enacted in statute and improve
19 the timely issuance of professional licenses.
20 (3) Any other information deemed necessary or
21 appropriate by the department.
22 Section 2. (a) The sum of $11,025,000, or as much thereof
23 as may be necessary, is hereby appropriated from the restricted
24 receipts account of the State Board of Medicine for the
25 operation of the board for the fiscal year July 1, 2024, to June
26 30, 2025.
27 (b) The sum of $3,204,000, or as much thereof as may be
28 necessary, is hereby appropriated from the restricted receipts
29 account of the State Board of Osteopathic Medicine for the
30 operation of the board for the fiscal year July 1, 2024, to June

1 30, 2025.
2 (c) The sum of $454,000, or as much thereof as may be
3 necessary, is hereby appropriated from the restricted receipts
4 account of the State Board of Podiatry for the operation of the
5 board for the fiscal year July 1, 2024, to June 30, 2025.
6 (d) The sum of $946,000, or as much thereof as may be
7 necessary, is hereby appropriated from the Athletic Commission
8 Augmentation Account for the State Athletic Commission, as
9 authorized by 5 Pa.C.S. ยง 1512 (relating to Athletic Commission
10 Augmentation Account), for the support and operation of the
11 commission for the fiscal year July 1, 2024, to June 30, 2025.
12 (e) Each appropriation listed in subsections (a), (b), (c)
13 and (d) shall not be treated as an augmentation to the
14 Department of State, a general government appropriation or any
15 other appropriation, but shall be treated and accounted for as
16 separate appropriations respectively.
17 Section 3. This act shall take effect July 1, 2024, or
18 immediately, whichever is later.
