AN ACT
1 Providing for the capital budget for fiscal year 2024-2025; and <--
2 making a repeal.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. Short title.
6 This act shall be known and may be cited as the Capital
7 Budget Act of 2024-2025.
8 Section 2. Overall limitations on debt to be incurred for
9 capital projects.
10 The maximum principal amount of additional debt to be
11 incurred during the 2024-2025 fiscal year, and thereafter until
12 the enactment of the 2025-2026 capital budget specifying the
13 maximum debt for the 2025-2026 fiscal year, for capital projects
14 specifically itemized in a capital budget pursuant to section
15 7(a)(4) of Article VIII of the Constitution of Pennsylvania, and
16 the fund to be charged with the repayment of such debt, shall,
17 with respect to each category of capital projects, be as

21 Section 3. Repeals. <--
22 Repeals are as follows:
23 (1) The General Assembly finds and declares that the
24 repeal under paragraph (2) is necessary to effectuate this
25 act.
26 (2) Section 2.1(2) of the act of May 29, 2020 (P.L.205,
27 No.25), known as the Capital Budget Act of 2019-2020, is
28 repealed.
29 Section 4. Effective date.
30 This act shall take effect July 1, 2024, or immediately,

2 SECTION 3. EFFECTIVE DATE. <--
3 THIS ACT SHALL TAKE EFFECT IMMEDIATELY.
