50 The General Assembly of the Commonwealth of Pennsylvania
51 hereby enacts as follows:
52 Section 1. PFC Dr. Alex W. Barber Memorial Bridge. <--
53 (a) Findings.--The General Assembly finds and declares as
54 follows:

1 (1) Private First Class Dr. Alex W. Barber was born
2 February 23, 1922, in Johnstown.
3 (2) PFC Barber grew up in Prospect, while attending
4 Johnstown Elementary, Middle and High School.
5 (3) On June 3, 1943, PFC Barber enlisted in the United
6 States Army in Altoona.
7 (4) PFC Barber was a member of Darby's Rangers and
8 landed on Normandy Beach on June 6, 1944.
9 (5) PFC Barber landed with his medical unit on the coast
10 of France at a time when the beach was under heavy enemy
11 rifle, machine gun and artillery fire.
12 (6) PFC Barber saved one soldier's life by performing a
13 tracheotomy with a mere ball-point pen.
14 (7) PFC Barber communicated despite a language barrier
15 and a time constraint, asking permission to borrow a horse
16 and buggy from a Frenchman to move and care for the wounded.
17 (8) PFC Barber was wounded while administering care to
18 fellow soldiers.
19 (9) Shrapnel from these wounds remained lodged in his
20 head and leg for the rest of his life.
21 (10) For his heroic actions, PFC Barber was awarded the
22 Distinguished Service Cross, the Bronze Star and the Purple
23 Heart with Oak Leaf Clusters.
24 (11) After his military service, PFC Barber graduated
25 from Johns Hopkins University. Upon finishing his degree at
26 Johns Hopkins University, he pursued another academic degree
27 at the Baltimore Chiropractic College, where he earned a
28 doctor of chiropractic degree.
29 (12) PFC Barber was a practicing chiropractor in
30 Johnstown, Pennsylvania; Havre de Grace, Maryland; Frederick,

1 Maryland; and Santa Monica, California.
2 (13) PFC Barber was the father of five children, Alexis,
3 Joseph, Alexander, Judith and RoseAnn.
4 (14) PFC Barber died October 14, 1986.
5 (15) PFC Barber is buried at Arlington National Cemetery
6 in Arlington, Virginia.
7 (b) Designation.--The bridge, identified as Bridge Key 8404,
8 carrying Pennsylvania Route 56 over the Stony Creek River in the
9 City of Johnstown, Cambria County, is designated as the PFC Dr.
10 Alex W. Barber Memorial Bridge.
11 (c) Signs.--The Department of Transportation shall erect and
12 maintain appropriate signs displaying the name of the bridge to
13 traffic in both directions on the bridge.

15 This act shall take effect in 60 days.
16 SECTION 1. PFC DR. ALEX W. BARBER MEMORIAL BRIDGE. <--
17 (A) FINDINGS.--THE GENERAL ASSEMBLY FINDS AND DECLARES AS
18 FOLLOWS:
19 (1) PRIVATE FIRST CLASS DR. ALEX W. BARBER WAS BORN
20 FEBRUARY 23, 1922, IN JOHNSTOWN.
21 (2) PFC BARBER GREW UP IN PROSPECT, WHILE ATTENDING
22 JOHNSTOWN ELEMENTARY, MIDDLE AND HIGH SCHOOL.
23 (3) ON JUNE 3, 1943, PFC BARBER ENLISTED IN THE UNITED
24 STATES ARMY IN ALTOONA.
25 (4) PFC BARBER WAS A MEMBER OF DARBY'S RANGERS AND
26 LANDED ON NORMANDY BEACH ON JUNE 6, 1944.
27 (5) PFC BARBER LANDED WITH HIS MEDICAL UNIT ON THE COAST
28 OF FRANCE AT A TIME WHEN THE BEACH WAS UNDER HEAVY ENEMY
29 RIFLE, MACHINE GUN AND ARTILLERY FIRE.
30 (6) PFC BARBER SAVED ONE SOLDIER'S LIFE BY PERFORMING A

1 TRACHEOTOMY WITH A MERE BALL-POINT PEN.
2 (7) PFC BARBER COMMUNICATED DESPITE A LANGUAGE BARRIER
3 AND A TIME CONSTRAINT, ASKING PERMISSION TO BORROW A HORSE
4 AND BUGGY FROM A FRENCHMAN TO MOVE AND CARE FOR THE WOUNDED.
5 (8) PFC BARBER WAS WOUNDED WHILE ADMINISTERING CARE TO
6 FELLOW SOLDIERS.
7 (9) SHRAPNEL FROM THESE WOUNDS REMAINED LODGED IN HIS
8 HEAD AND LEG FOR THE REST OF HIS LIFE.
9 (10) FOR HIS HEROIC ACTIONS, PFC BARBER WAS AWARDED THE
10 DISTINGUISHED SERVICE CROSS,
