AN ACT
1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2 Statutes, in inspection of vehicles, further providing for
3 inspection of motorcycles.; AND, IN LIQUID FUELS AND FUELS <--
4 TAX, FURTHER PROVIDING FOR ELECTRIC VEHICLE ROAD USER CHARGE.
5 The General Assembly of the Commonwealth of Pennsylvania
6 hereby enacts as follows:
7 Section 1. Section 4708 of Title 75 of the Pennsylvania
8 Consolidated Statutes is amended to read:
9 § 4708. Inspection of motorcycles.
10 [An annual system of inspections in accordance with section
11 4702 (relating to requirement for periodic inspection of
12 vehicles) shall be established for motorcycles according to the
13 following schedule:
14 (1) Motorcycles whose registrations expire in the months
15 of January and July shall be inspected in the months of May,
16 June or July.
17 (2) Motorcycles whose registrations expire in the months
1 of February and August shall be inspected in the months of
2 June, July or August.
3 (3) Motorcycles whose registrations expire in the months
4 of March and September shall be inspected in the months of
5 July, August or September.
6 (4) Motorcycles whose registrations expire in the months
7 of April and October shall be inspected in the months of
8 August, September or October.
9 (5) Motorcycles whose registrations expire in the months
10 of May and November shall be inspected in the months of
11 March, April or May.
12 (6) Motorcycles whose registrations expire in the months
13 of June and December shall be inspected in the months of
14 April, May or June.] A motorcycle shall be inspected annually
15 and shall receive a safety inspection sticker valid for one
16 year from the expiration of the safety inspection sticker
17 which is about to expire. A safety inspection sticker for a
18 motorcycle may not be issued for more than 15 months from the
19 month of inspection. If a motorcycle does not display a
20 currently valid certificate of inspection, the motorcycle
21 shall receive a safety inspection sticker valid for one year
22 from the month of inspection.
23 SECTION 2. SECTION 9024 OF TITLE 75 IS AMENDED BY ADDING A <--
24 SUBSECTION TO READ:
25 § 9024. ELECTRIC VEHICLE ROAD USER CHARGE.

27 (Q) APPLICABILITY.--THIS SECTION SHALL APPLY AS FOLLOWS:
28 (1) EXCEPT AS PROVIDED UNDER PARAGRAPH (2), THIS SECTION
29 SHALL APPLY ON AND AFTER APRIL 1, 2025.
30 (2) SUBSECTION (D)(1)(II) SHALL APPLY ON AND AFTER JULY

2 Section 2 3. This act shall take effect in 60 days. AS <--
3 FOLLOWS:
4 (1) THE FOLLOWING SHALL TAKE EFFECT IMMEDIATELY:
5 (I) THE ADDITION OF 75 PA.C.S. § 9024(Q).
6 (II) THIS SECTION.
7 (2) THE REMAINDER OF THIS ACT SHALL TAKE EFFECT IN 60
8 DAYS.
