AN ACT
1 Making appropriations from the restricted revenue accounts
2 within the State Gaming Fund and from the restricted revenue
3 accounts within the Fantasy Contest Fund and Video Gaming
4 Fund to the Attorney General, the Department of Revenue, the
5 Pennsylvania State Police and the Pennsylvania Gaming Control
6 Board for the fiscal year beginning July 1, 2024, to June 30,
7 2025, and for the payment of bills incurred and remaining
8 unpaid at the close of the fiscal year ending June 30, 2024.
9 The General Assembly of the Commonwealth of Pennsylvania
10 hereby enacts as follows:
11 PART I
12 PRELIMINARY PROVISIONS
13 Section 101. Short title.
14 This act shall be known and may be cited as the Gaming
15 Control Appropriation Act of 2024.
16 PART III
17 STATE GAMING FUND
18 RESTRICTED REVENUE ACCOUNTS
19 Section 301. State Gaming Fund.
20 The following amounts set forth in this part, or as much
21 thereof as may be necessary, are hereby appropriated from the
1 State Gaming Fund restricted revenue accounts under 4 Pa.C.S. §
2 1401 (relating to slot machine licensee deposits) to the
3 agencies of the Executive Department named in this part for the
4 purposes set forth for the fiscal year beginning July 1, 2024,
5 and for the payment of bills incurred and remaining unpaid at
6 the close of the fiscal year ending June 30, 2024.
7 Section 302. Attorney General.
8 The following amounts are appropriated to the
9 Attorney General:
10 For salaries, wages and all necessary expenses
11 of the Attorney General related to 4 Pa.C.S. Pt.
12 II (relating to gaming).
13 State appropriation............. 1,618,000
14 Section 303. Department of Revenue.
15 The following amounts are appropriated to the
16 Department of Revenue:
17 For salaries, wages and all necessary expenses
18 of the Department of Revenue related to 4 Pa.C.S.
19 Pt. II (relating to gaming).

22 Section 304. Pennsylvania State Police.
23 The following amounts are appropriated to the
24 Pennsylvania State Police:
25 For salaries, wages and all necessary expenses
26 of the Pennsylvania State Police related to 4
27 Pa.C.S. Pt. II (relating to gaming).

1 The following amounts are appropriated to the
2 Pennsylvania Gaming Control Board:
3 For salaries, wages and all necessary expenses
4 for the proper operation and administration of the
5 Pennsylvania Gaming Control Board. This
6 appropriation includes $8,100,000 $7,100,000 from <--
7 the restricted revenue account established in the
8 State Gaming Fund for fees and other revenues
9 collected by the board.

15 Section 501. Fantasy Contest Fund.

18 Fantasy Contest Fund restricted revenue accounts under 4 Pa.C.S.
19 § 332 (relating to licensed operator deposits) to the agencies
20 of the Executive Department named in this part for the purposes
21 set forth for the fiscal year beginning July 1, 2024, and for
22 payment of bills incurred and remaining unpaid at the close of
23 the fiscal year ending June 30, 2024.
24 Section 502. Pennsylvania Gaming Control Board.
25 The following amounts are appropriated to the
26 Pennsylvania Gaming Control Board:
27 For salaries, wages and all necessary expenses
28 of the Pennsylvania Gaming Control Board related
29 to 4 Pa.C.S. Pt. I (relating to amusements
30 generally).

3 The following amounts are appropriated to the
4 Department of Revenue:

12 Section 701. Video Gaming Fund.
13 The following amounts set forth in this part, or as much
14 thereof as may be necessary, are hereby appropriated from the
15 Video Gaming Fund restricted revenue accounts under 4 Pa.C.S. §
16 4104 (relating to regulatory assessments) to the agencies of the
17 Executive Department named in this part for the purposes set
18 forth for the fiscal year beginning July 1, 2024, and for
19 payment of bills incurred and remaining unpaid at the close of
20 the fiscal year ending June 30, 2024.
21 Section 702. Pennsylvania Gaming Control Board.
22 The following amounts are appropriated to the
23 Pennsylvania Gaming Control Board:
24 For salaries, wages and all necessary expenses
25 of the Pennsylvania Gaming Control Board related
26 to 4 Pa.C.S. Pt. II (relating to gaming).
27 State appropriation............. 475,000
28 Section 703. Department of Revenue.
29 The following amounts are appropriated to the
30 Department of Revenue:

6 Miscellaneous Provisions
7 Section 901. Transfers prohibited.
8 There is no authority for the State Treasurer, the Secretary
9 of the Budget, the Secretary of Revenue or the Pennsylvania
10 Gaming Control Board to transfer any money within or between the
11 appropriations in Parts III, V and VII.
12 Section 902. Effective date.
13 This act shall take effect July 1, 2024, or immediately,
14 whichever is later.
