The poor always pay more.
 
Rent-to-own companies often use the taxpayer-subsidized criminal court system as a collection agency to recover money which they claim is due for household and other items leased to people too poor to purchase them.   
 
Often they extract money in excess of the value of the leased property, by using the threat of jail to collect.   
 
We should not permit such practice, particularly when the property has already been paid for by lease payments.
 
This legislation (formerly HB 2723) would make sure these predatory practices would be prohibited.
