I have received several complaints from residents in my district regarding the lack of transparency between homeowners associations (HOAs) and community members. I feel we have an opportunity to improve the accountability and governance of these planned communities. Members of these communities deserve full transparency from their HOAs, and we must take steps to ensure that these homeowner’s rights are being protected.
 
For these reasons, I will be introducing legislation that will create additional bylaws for these planned community associations and expand transparency requirements for executive board meetings and elections. My legislation will allow unit owners to be more involved in executive board meetings, require additional notices to be given before any changes are made to the bylaws, provide greater access to important documentation and records, and create provisions to maintain the integrity of executive board elections.
 
A lack of transparency between homeowners and their HOAs can lead to poor policy making, corruption, and an overall negative impact on each resident of the community. Homeowners have a right to be involved in their HOAs decision making process, and we must take action to ensure that all parties are held accountable.
 
My legislation will protect the rights of homeowners and increase transparency by making these commonsense updates to the law. I hope that you will join me in supporting this important legislation.
