A RESOLUTION
1 Designating January 6, 2024, as "1/6 Day" in Pennsylvania to
2 honor the law enforcement officers who defended our nation
3 against the insurrection at the United States Capitol and the
4 members of the Congress of the United States who proceeded to
5 vote despite threats to their personal safety, on the three-
6 year anniversary of the January 6, 2021, insurrection.
7 WHEREAS, On January 6, 2021, members of the United States
8 Capitol Police and the Metropolitan Police Department of the
9 District of Columbia faced the unprecedented situation of
10 defending the United States Capitol from armed and trained
11 insurrectionists who executed a planned and violent attack to
12 stop the Congress of the United States from carrying out the
13 electoral college process required by the United States
14 Constitution; and
15 WHEREAS, Organized domestic terrorist groups, paramilitary
16 groups and conspiracy theorists planned the attack using the
17 Internet by coordinating resources and sharing maps of the
18 United States Capitol in plain sight days and weeks in advance
19 of the attack; and
20 WHEREAS, The armed and organized militia breached the grounds
1 of the United States Capitol in eight places nearly
2 simultaneously with more than 9,400 rioters; and
3 WHEREAS, Police were thinly placed that day and vastly
4 outnumbered by rioters, and police described this planned and
5 executed attack as a war zone with people who were prepared for
6 a fight, armed with tactical items, including, but not limited
7 to, pepper spray, smoke grenades, gas grenades, pepper balls,
8 flash bangs, gas masks, body armor, two-way radios, military
9 tactical gear, bulletproof vests and more; and
10 WHEREAS, After almost an hour and a half into the battle,
11 rioters breached multiple parts of the United States Capitol
12 almost simultaneously and sought out the Vice President and
13 members of the Congress of the United States, while destroying
14 large parts of the historical building and its priceless
15 artifacts; and
16 WHEREAS, Police protected the Vice President, members of the
17 Congress of the United States and their staff from harm, even as
18 rioters invaded the House and Senate chambers; and
19 WHEREAS, Police continued to defend the United States Capitol
20 in a battle that raged for almost four hours before members of
21 the National Guard and other law enforcement provided
22 reinforcements and were able to sweep the rioters out of the
23 building; and
24 WHEREAS, Despite the interruption and trauma, as soon as law
25 enforcement cleared the building, the members of the Congress of
26 the United States returned to their chambers in solidarity to
27 complete the electoral college process and fulfill their
28 requirements under the United States Constitution; and
29 WHEREAS, Approximately 140 police officers were injured in
30 defense of our country; and

1 WHEREAS, Nine individuals lost their lives from injuries
2 sustained in the battle or subsequent to it, including the
3 following five police officers who defended our freedom:
4 (1) Officer Howard Liebengood, 51, of the United States
5 Capitol Police;
6 (2) Officer Brian Sicknick, 42, of the United States
7 Capitol Police;
8 (3) Officer Kyle DeFreytag, 26, of the Metropolitan
9 Police Department of the District of Columbia;
10 (4) Officer Gunther Hashida, 43, of the Metropolitan
11 Police Department of the District of Columbia; and
12 (5) Officer Jeffrey Smith, 35, of the Metropolitan
13 Police Department of the District of Columbia;
14 therefore be it
15 RESOLVED, That the Senate of the Commonwealth of Pennsylvania
16 designate January 6, 2024, as "1/6 Day" in Pennsylvania to honor
17 the law enforcement officers who defended our nation against the
18 insurrection at the United States Capitol and the members of the
19 Congress of the United States who proceeded to vote despite
20 threats to their personal safety, on the three-year anniversary
21 of the January 6, 2021, insurrection; and be it further
22 RESOLVED, That copies of this resolution be sent to each
23 member of the Pennsylvania Congressional Delegation in the
24 United States Senate and the United States House of
25 Representatives.
