AN ACT
1 Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
2 act relating to the public school system, including certain
3 provisions applicable as well to private and parochial
4 schools; amending, revising, consolidating and changing the
5 laws relating thereto," in duties and powers of boards of
6 school directors, providing for suicide prevention hotline
7 telephone number on student identification card; and, in
8 school safety and security, further providing for school
9 safety and security coordinator.
10 The General Assembly of the Commonwealth of Pennsylvania
11 hereby enacts as follows:
12 Section 1. The act of March 10, 1949 (P.L.30, No.14), known
13 as the Public School Code of 1949, is amended by adding a
14 section to read:
15 Section 529. Suicide Prevention Hotline Telephone Number on <--
16 Student Identification Card.--The board of school directors of a
17 school district that administers student identification cards to
18 each student in grades six through twelve shall include on each
19 identification card a national, State or local suicide
20 prevention hotline telephone number printed on the
1 identification card. The suicide prevention hotline telephone
2 number provided on the student identification card must be a
3 telephone number that can be accessed for use twenty-four (24)
4 hours a day and seven (7) days a week by a student or other
5 individual. The board of school directors of a school district
6 shall work with the school safety and security coordinator under
7 section 1309-B to implement the requirements of this section.
8 SECTION 529. SUICIDE PREVENTION HOTLINE TELEPHONE NUMBER ON <--
9 STUDENT IDENTIFICATION CARD.--THE FOLLOWING SHALL APPLY:
10 (1) BEGINNING WITH THE 2024-2025 SCHOOL YEAR, THE SCHOOL
11 ENTITY, AS DEFINED IN SECTION 128, THAT ISSUES STUDENT
12 IDENTIFICATION CARDS TO EACH STUDENT IN GRADES SIX THROUGH
13 TWELVE SHALL INCLUDE ON EACH IDENTIFICATION CARD A NATIONAL,
14 STATE OR LOCAL SUICIDE PREVENTION HOTLINE TELEPHONE NUMBER.
15 (2) THE HOTLINE TELEPHONE NUMBERS UNDER PARAGRAPH (1) SHALL
16 BE PRINTED ON THE IDENTIFICATION CARD. THE SUICIDE PREVENTION
17 HOTLINE TELEPHONE NUMBER PROVIDED ON THE STUDENT IDENTIFICATION
18 CARD MUST BE A TELEPHONE NUMBER THAT CAN BE ACCESSED FOR USE
19 TWENTY-FOUR (24) HOURS A DAY AND SEVEN (7) DAYS A WEEK BY A
20 STUDENT OR OTHER INDIVIDUAL.
21 (3) THE SCHOOL ENTITY, AS DEFINED IN SECTION 128, SHALL WORK
22 WITH THE SCHOOL SAFETY AND SECURITY COORDINATOR UNDER SECTION
23 1309-B TO IMPLEMENT THE REQUIREMENTS OF THIS SECTION.
24 Section 2. Section 1309-B(c) of the act is amended by adding
25 a paragraph to read:
26 Section 1309-B. School safety and security coordinator.

28 (c) Specific duties.--The school safety and security
29 coordinator shall:

1 (7) Notwithstanding the requirements of section 529,
2 work with the board of school directors or equivalent
3 personnel of a school entity to display, in any of the
4 following locations, a national, State or local suicide
5 prevention hotline telephone number that can be accessed 24
6 hours a day and seven days a week by a student or other
7 individual:
8 (i) On the school entity's publicly accessible
9 Internet website.
10 (ii) In a conspicuous location in the school
11 entity's counselor's office or in the office of any
12 school employee of the school entity that is qualified to
13 act in a counseling role.
14 (iii) In a conspicuous location in the office of the
15 principal or chief administrator of the school entity.
16 (IV) IN A CONSPICUOUS LOCATION AS DETERMINED BY THE <--
17 SCHOOL SAFETY AND SECURITY COORDINATOR AND THE BOARD OF
18 SCHOOL DIRECTORS.

20 Section 3. This act shall take effect in 60 days.
