AS AMENDED, HOUSE OF REPRESENTATIVES, JULY 3, 2024
A RESOLUTION
1 Directing the Joint State Government Commission to establish an
2 advisory committee to conduct a study on the field of
3 artificial intelligence and its impact and potential future
4 impact in Pennsylvania.
5 WHEREAS, Artificial intelligence (AI) means models and
6 systems performing functions generally associated with human
7 intelligence, such as reasoning and learning; and
8 WHEREAS, Recent news stories and reports have shown the rapid
9 acceleration of AI utilization across many different industries
10 in this Commonwealth; and
11 WHEREAS, While AI has the potential to be a tool to improve a
12 variety of industries, many experts in the AI field have been
13 warning that we may be moving too quickly for comfort; and
14 WHEREAS, The "godfather of AI," Geoffrey Hinton, left his job
15 at Google where he developed AI programs, to "blow the whistle"
16 on the dangers that AI possesses; and
17 WHEREAS, It is important for the Commonwealth to take
1 measures to study AI's effect and impact; and
2 WHEREAS, The automation of manufacturing and other jobs by AI
3 poses a significant threat to organized labor and blue-collar
4 workers throughout this Commonwealth; and
5 WHEREAS, Algorithms via AI programs have been used to spread
6 heinous disinformation relating to health, public safety and
7 politics for some time; and
8 WHEREAS, Universities across this Commonwealth have
9 experienced an influx of academic integrity-related disciplinary
10 actions against their students which have been attributed to AI
11 programs, like ChatGPT, that harm student achievement and skill
12 development; and
13 WHEREAS, AI-based algorithms have been utilized by technology
14 and advertising companies for as long as the Internet has
15 existed, but the methodical gathering of information to
16 determine the content of their advertising remains
17 nontransparent; and
18 WHEREAS, Companies that utilize AI in their advertising must
19 be transparent in how these bots are fed information about the
20 user; and
21 WHEREAS, The health care industry has been utilizing AI as a
22 tool since the 1970s; and
23 WHEREAS, There are plans to expand AI's use across multiple
24 different facets of the health care industry putting nurses and
25 hospital staff out of jobs; and
26 WHEREAS, Processing of medical data could be fully automated
27 within the next decade, reducing the employment opportunities of
28 technicians; and
29 WHEREAS, Cybersecurity automation via AI programs poses a
30 significant threat to the State government, the Pennsylvania

1 National Guard and all its components, the Department of
2 Military and Veterans Affairs and the Pennsylvania State Police;
3 and
4 WHEREAS, Current technology contains significant pitfalls in
5 the quality of the cybersecurity provided by AI programs; and
6 WHEREAS, Cyberterrorists, whether domestic or foreign, are
7 trained to bypass and take advantage of any flaw that exists in
8 a security system; therefore be it
9 RESOLVED, That the House of Representatives direct the Joint
10 State Government Commission to investigate the field of
11 artificial intelligence and make recommendations on the
12 responsible growth of this Commonwealth's emerging technology
13 markets and the use of artificial intelligence in State
14 government and study how other states regulate the artificial
15 intelligence field; and be it further
16 RESOLVED, That the Joint State Government Commission
17 establish an advisory committee to assist in its study; and be
18 it further
19 RESOLVED, That the advisory committee be composed of the
20 following members:
21 (1) The Secretary of Administration or a designee.
22 (2) The Secretary of Community and Economic Development
23 or a designee.
24 (3) The Secretary of Education or a designee.
25 (4) The Secretary of Health or a designee.
26 (5) The Secretary of Labor and Industry or a designee.
27 (6) The Secretary of Transportation or a designee.
28 (7) The Adjutant General of the Pennsylvania National
29 Guard or a designee.
30 (8) The Commissioner of Pennsylvania State Police or a

1 designee.
2 (9) Two members of the House of Representatives, one
3 appointed by the Speaker of the House of Representatives and
4 one appointed by the Minority Leader of the House of
5 Representatives.
6 (10) Two individuals representing organized labor in
7 this Commonwealth to be selected by the Joint State
8 Government Commission, upon the recommendation of the
9 governing body of the Pennsylvania AFL-CIO.
10 (11) One individual representing the Pennsylvania
11 Chapter of the American Civil Liberties Union to be selected
12 by the Joint State Government Commission, upon the
13 recommendation of the governing body of the Pennsylvania
14 Chapter of the American Civil Liberties Union.
15 (12) One attorney or legal educator to be selected by
16 the Joint State Government Commission.
17 (13) Two individuals who are academics at a
18 postsecondary institution to be selected by the Joint State
19 Government Commission.
20 (14) One individual with experience in the field of
21 ethics and human rights to be selected by the Joint State
22 Government Commission.
23 (15) Two individuals who are artificial intelligence
24 (AI) engineers to be selected by the Joint State Government
25 Commission.
26 (16) One member who is a secondary or postsecondary
27 student in this Commonwealth to be selected by the Joint
28 State Government Commission.
29 (17) One individual representing the Pennsylvania
30 Medical Society to be selected by the Joint State Government

1 Commission, upon the recommendation of the governing body of
2 the Pennsylvania Medical Society.
3 (18) ONE INDIVIDUAL REPRESENTING THE PENNSYLVANIA <--
4 CHAMBER OF BUSINESS AND INDUSTRY TO BE SELECTED BY THE JOINT
5 STATE GOVERNMENT COMMISSION, UPON THE RECOMMENDATION OF THE
6 GOVERNING BODY OF THE PENNSYLVANIA CHAMBER OF BUSINESS AND
7 INDUSTRY.
8 (18) (19) Five individuals with knowledge and expertise <--
9 in matters involving emerging technologies and the field of
10 artificial intelligence to be selected by the Joint State
11 Government Commission;
12 and be it further
13 RESOLVED, That the Joint State Government Commission, in
14 collaboration with the advisory committee, conduct a study and
15 present a report that, at a minimum, includes the following:
16 (1) An assessment of the development and use of AI
17 technology, including benefits and risks.
18 (2) Whether and how to use AI in State government,
19 including an analysis of the fiscal impact, if any, on the
20 State.
21 (3) Proposed legislation for State regulation of the AI
22 field if recommended by the advisory committee.
23 (4) A summary of the development and current use of AI
24 in this Commonwealth.
25 (5) A proposal for a definition of AI.
26 (6) A proposal for the responsible and ethical
27 development of AI in this Commonwealth, including an
28 identification of the potential risks and benefits of such
29 development.
30 (7) A recommendation on whether the General Assembly

1 should establish a permanent commission to study the AI
2 field.
3 (8) A recommendation for the allocation of rights and
4 duties between workers and employers to oversee the
5 implementation of AI programs across this Commonwealth.
6 (9) An assessment of how AI has been used to create
7 products of disinformation, and conduct efforts to curb these
8 disinformation campaigns.
9 (10) An evaluation of how AI has affected the academic
10 track record of this Commonwealth's students, and assist
11 State-related university leaders with identifying solutions
12 to curbing the usage of AI by their students.
13 (11) AN EVALUATION OF THE RISKS POSED BY THE USE OF AI <--
14 IN FRAUDULENT IMPERSONATION OF INDIVIDUALS IN THE POLITICAL,
15 COMMERCIAL AND PRIVATE SPHERES, AND A RECOMMENDATION FOR THE
16 REGULATION OF AI TO AVOID THESE RISKS.
17 (11) (12) Any other matters regarding AI deemed relevant <--
18 and appropriate by the Joint State Government Commission;
19 and be it further
20 RESOLVED, That the Joint State Government Commission, working
21 with the advisory committee, be authorized to request
22 information that is not protected from disclosure from State
23 agencies and departments for the study on behalf of the House of
24 Representatives; and be it further
25 RESOLVED, That the Joint State Government Commission, working
26 with the advisory committee, issue a report with its findings
27 and recommendations no later than 18 months after the adoption
28 of this resolution to all of the following:
29 (1) The President pro tempore of the Senate.
30 (2) The Speaker of the House of Representatives.
