In Philadelphia, if a vehicle gets towed, the owner is allowed to provide evidence to the Parking Hearing Examiner that the vehicle was towed unlawfully or without reasonable cause to avoid paying towing or storage fees. However, because tow truck operators are not required to provide vehicle owners clear evidence of a violation, it is difficult for vehicle owners to prove their innocence.

For this reason, I plan to introduce legislation to require tow truck operators in Philadelphia to take photographic evidence of the violation for which a vehicle is being towed or removed and furnish the evidence when a person claims the vehicle.

This simple but necessary measure would ease the appeals process for parking violations in Philadelphia and allow for a fair system that keeps both drivers and the enforcers of our laws accountable for their actions. Please join me in sponsoring this legislation.
