In the near future, I will be introducing legislation that allows military family members with an out-of-state learner’s permit to transfer their driving hours and time holding the learner’s permit to a Pennsylvania learner’s permit.
Currently, PennDOT does not allow for any driving hours recorded on another state’s learner’s permit to transfer to a Pennsylvania learner’s permit. This has led to roadblocks for teenagers in military families. On average, military families move once every two to three years. If a teenager of a military family earned a learner’s permit in another state, then moved to Pennsylvania, all their progress in earning a driver’s license is lost. Having another family member with a driver’s license can ease household responsibilities for the parents or guardians.
This is why I will be introducing a military exemption for learner’s permits allowing for the transfer of hours and time holding the learner’s permit. The lives of military families can be hard enough already, they do not need learner’s permits causing an even greater stress in their household.
