Under Act 129 of 2008, each electric distribution company must complete an energy efficiency and conservation plan that is approved by the Pennsylvania Public Utility Commission (PUC).  The goal of the PUC is to promote plans that are cost-effective and reduce energy consumption.  However, several plans are waiting for PUC approval due to their usage of mechanical insulation.  Mechanical insulation has been approved as an interim measure protocol and incorporated into the Technical Resource Manual (TRM), and thus should not be a reason why a plan stalls waiting for approval or is disapproved all together.
 
My bill would expand the usage of mechanical insulation by prohibiting the PUC from disapproving a plan due to the inclusion of mechanical insulation.  This would allow electric distribution companies to continue working and prevent unnecessary waiting periods.
