58 The General Assembly of the Commonwealth of Pennsylvania

1 hereby enacts as follows:
2 Section 1. U.S. Air Force Major James Doherty Memorial Highway.
3 (a) Findings.--The General Assembly finds and declares as
4 follows:
5 (1) James "Jim" Doherty was born March 2, 1925.
6 (2) Major Doherty served in the United States Air Force
7 for 14 years.
8 (3) Throughout his Air Force career, Major Doherty
9 fought in World War II and Korea and later served with the
10 Air National Guard.
11 (4) Major Doherty was dedicated to serving his community
12 and was considered an outstanding citizen.
13 (5) Major Doherty was considered a devoted family man.
14 (6) Major Doherty volunteered his time and served his
15 community as a member of the Horsham Township Council,
16 Horsham Little League, Horsham Water and Sewer Authority,
17 Horsham Township Parks and Recreation Board, Horsham Township
18 Environmental Advisory Board, the Horsham Township Vacancy
19 Board and the Montgomery County Housing Authority.
20 (7) Major Doherty served on the Hatboro-Horsham School
21 District Board of Directors for 20 years and received several
22 awards for his service from the Pennsylvania School Boards
23 Association.
24 (8) Major Doherty was also an active member of the
25 Horsham Lions for 10 years and the Horsham VFW for 20 years.
26 (9) Major Doherty died February 10, 2021.
27 (b) Designation.--The portion of State Route 2038, also
28 known as County Line Road, from Meetinghouse Road to Blair Mill
29 Road in Bucks County is designated the U.S. Air Force Major
30 James Doherty Memorial Highway.

5 (A) FINDINGS.--THE GENERAL ASSEMBLY FINDS AND DECLARES AS
6 FOLLOWS:
7 (1) IN 1966, MRS. MADELINE (MADGE) FINNEY DECIDED
8 SOMETHING MUST BE DONE ABOUT A SMALL BRIDGE, BUILT IN 1908 TO
9 SPAN PIGEON CREEK, IN HER TOWN OF BENTLEYVILLE, PENNSYLVANIA,
10 THAT WAS SIMPLY TOO SMALL FOR WHAT WAS THEN "MODERN TRAFFIC."
11 (2) MRS. FINNEY RECOGNIZED HOW UNSAFE IT WAS FOR THE
12 MORE THAN 60 CHILDREN THAT CROSSED THE BRIDGE TWICE DAILY TO
13 GO TO AND FROM SCHOOL, INCLUDING SIX OF HER OWN CHILDREN.
14 (3) MRS. FINNEY SPEARHEADED THE FOUR-YEAR CAMPAIGN TO
15 EXPAND THE BRIDGE.
16 (4) IN A LETTER TO THEN STATE SENATOR WILLIAM J. LANE,
17 SHE WROTE, "I DO NOT INTEND TO LET THIS HIGHWAY DEPARTMENT
18 HAVE ANY PEACE UNTIL SOMETHING IS DONE ABOUT THIS BRIDGE."
19 (5) MRS. FINNEY ALSO OVERSAW THE LETTER WRITING CAMPAIGN
20 OF 95 CHILDREN AND NUMEROUS ADULTS TO GOVERNOR WILLIAM
21 SCRANTON.
22 (6) THE BRIDGE WAS COMPLETED IN 1970.
23 (7) MRS. FINNEY DIED ON JULY 12, 2020.
24 (8) MRS. FINNEY'S TIRELESS WORK SAVED THE LIVES OF
25 COUNTLESS PEOPLE BY FIGHTING FOR THE EXPANSION OF THIS
26 BRIDGE.
27 (B) DESIGNATION.--THE BRIDGE, IDENTIFIED AS BRIDGE KEY
28 35000, ON THAT PORTION OF STATE ROUTE 2040 IN BENTLEYVILLE
29 BOROUGH, WASHINGTON COUNTY, IS DESIGNATED THE MRS. MADELINE
30 FINNEY MEMORIAL BRIDGE.
