Prohibits exceptions to statutory licensing requirements for residential care facilities. Requires an administrator of a new residential care facility to retain a consultant with experience in providing residential care. Requires the Department of Human Services to conduct regular inspections of new residential care facilities. Requires residential care facilities to notify the department of an administrator absence or change. Prohibits a person from serving as an interim residential care facility administrator without a license. Prohibits issuing a memory care endorsement unless an applicant has at least two years' experience operating a licensed residential care facility or long term care facility.
