Prohibits the Environmental Quality Commission from adopting motor vehicle emission standards to implement California standards requiring that some or all medium- or heavy-duty vehicles sold in the state be zero-emission vehicles. Prohibits the Department of Environmental Quality from enforcing such standards adopted prior to the effective date of the Act.
