Creates the Statewide Regional Training Office within the Department of Public Safety Standards and Training. Directs the office to manage and operate facilities for emergency response training.
Creates the Task Force on Twenty-first Century Emergency Management Local Governance. Directs the task force to evaluate models for conducting local and regional emergency management operations.
Requires all state agencies to designate employees to act as liaisons for emergency management operations or for preparing continuity of governance plans.
Requires each county to submit biennial reports on the state of the county's emergency preparedness.
Declares an emergency, effective on passage.
