Limits biennial expenditures by department from federal funds. Appropriates moneys from General Fund to department for Oregon Law Commission, Council on Court Procedures, conciliation and mediation services in circuit courts, law libraries ,] and Legal Services Program , security screening and county courthouse replacement planning].
