Clarifies process of Senate confirmation of members of State Fish and Wildlife Commission. Provides that commission must consist of one member from each of five regional river basin management areas in state, one member from west of Cascade Mountains and one member from east of Cascade Mountains.] Makes certain changes to qualifications of members of commission.
