Requires law enforcement agencies to collect blood or buccal sample of arrested persons and submit sample to Department of State Police within 96 hours of collection. Creates process by which law enforcement agency may request reimbursement from department for cost of collecting sample. Appropriates moneys to department for reimbursement of costs.
Directs department to, beginning January 1, 2025, test all blood or buccal samples within 96 hours of receipt and all sexual assault forensic evidence kits within seven days of receipt. Authorizes department to hire staff, enter into contracts and waive hiring restrictions in order to meet testing time requirements.
Takes effect on 91st day following adjournment sine die.
