Amends Oregon Promise program to limit eligibility to people with adjusted gross income, either individually if independent student or combined with parent and guardian income if dependent student, at or below $100,000.
Authorizes Higher Education Coordinating Commission to award moneys from Oregon Promise program to reward student persistence and encourage completion of degree programs at community colleges.
Expands eligibility to receive Oregon Opportunity Grant and certain other state financial aid. Transfers responsibilities for administering grant to commission from Office of Student Access and Completion.
Allows students who are enrolled on basis other than full-time or half-time to be eligible to receive Oregon Opportunity Grant and certain other student aid awards.
Requires Higher Education Coordinating Commission to conduct study to determine best method for decreasing student debt held by students who attend public post-secondary institutions of education.
