The bill establishes the Oklahoma Families Thriving Everywhere Now (OFTEN) program, which will be managed by the Oklahoma State Department of Health. This initiative aims to provide telecare pregnancy and parenting support, along with a maternal health component that focuses on outreach, consultations, and care coordination for women facing high-risk pregnancies and parents of young children. The program's objectives include promoting healthy childbirth, supporting childbirth and adoption as alternatives to abortion, fostering stable family formation, assisting with effective parenting techniques, and enhancing the economic self-sufficiency of families. Services will be delivered through community-based providers located in Oklahoma.

To fund the OFTEN program, the bill appropriates $3 million from the General Revenue Fund for the fiscal year ending June 30, 2027. The act is set to take effect on July 1, 2026, and includes a declaration of emergency to ensure its immediate implementation upon passage and approval.
