This bill amends Section 1020.19 of the Oklahoma Statutes to enhance the regulation and measurement of groundwater usage. It authorizes the Oklahoma Water Resource Board to require metering of water wells upon request from a majority of landowners in a basin or subbasin. The bill also allows groundwater irrigation districts and conservation districts to develop groundwater measurement programs that provide metering devices for members to ensure efficient use of irrigation systems.
Additionally, the bill introduces a five-year flexible groundwater allocation system, permitting applicants who have participated in the measurement program to exceed their annual allocation under certain conditions. Specifically, permit holders can exceed their allocation by up to 200% in any given year, provided they do not exceed the cumulative allocation over the five-year period. Violations of these provisions will result in penalties as outlined in existing law. The act is set to take effect on November 1, 2026.
