This bill amends the Oklahoma Oil and Gas Produced Water and Waste Recycling and Reuse Act, specifically updating definitions and provisions related to the handling of oil and gas produced water and waste. Notably, the definition of "constituent elements" is modified to explicitly exclude iodine from its scope. Additionally, the bill introduces an exception for the extraction of iodine, stating that oil and gas produced water and waste transferred to or purchased by iodine producers for commercial extraction will not be subject to the Oklahoma Brine Development Act, provided it is not reused or recycled solely for oil and gas operations.

Furthermore, the bill clarifies the ownership and responsibilities of operators and nonoperators regarding the produced water and waste, including their rights to use, dispose of, and sell these materials. It also establishes that individuals who recycle or treat produced water for beneficial use are not liable for subsequent use consequences, provided they meet certain conditions. The act is set to take effect on November 1, 2026.
