This bill amends existing law to enhance the reporting requirements related to the implementation of the Oklahoma Smart Justice Reform Act. It mandates that the Department of Corrections and the Administrator of the Courts provide specific data to the Legislative Office of Fiscal Transparency by July 31 each year. The Department of Corrections is required to report on the number of unique offenders and days served for those convicted of crimes modified by State Question 780, while the Administrator of the Courts must report on the number of persons convicted of such crimes and the total days sentenced. The bill clarifies that crimes modified by State Question 780 include those that were previously felonies now classified as misdemeanors and those that fall between former and current dollar thresholds for severity.
Additionally, the Legislative Office of Fiscal Transparency is tasked with calculating the annual savings and averted costs resulting from the reduction in the number and length of incarcerations due to the reform act, using the data provided. This calculation must be completed within thirty days of receiving the data and will be final, with no adjustments allowed for future changes in the underlying data. The bill is set to take effect on November 1, 2026.
