This bill grants counties, municipalities, and their agencies limited authority to regulate retail pet shops, allowing them to adopt rules and conduct inspections as long as the shops comply with the Commercial Pet Breeders and Animal Shelter Licensing Act. However, these local entities cannot ban or effectively prohibit the sale of dogs and cats unless the pet shop or owner has been convicted three or more times within five years for violations of the aforementioned act.
Additionally, the bill amends Section 30.8 of Title 4 of the Oklahoma Statutes, changing the notice period for license renewals from sixty days to ninety days before expiration. This amendment ensures that animal shelter operators and commercial pet breeders receive timely reminders about their license status, allowing them to renew their licenses without interruption. The act is set to take effect on November 1, 2026.
