This bill aims to enhance transparency and accountability in public finance by directing the Office of Management and Enterprise Services (OMES) to implement a new reporting function within the state's accounting software. This function will assess whether contracts are service-driven or for staff augmentation, with "staff augmentation" defined as contracts where individuals perform duties similar to state employees under agency supervision. Additionally, OMES is required to amend the state accounting manual to ensure that invoices for intangible assets include a permanent file location for asset maintenance.
The bill also amends Section 34.36 of Title 62 of the Oklahoma Statutes, requiring state agencies to provide detailed reports on their funding needs and contractor information. Notably, agencies must now include a list of all contractors, contract amounts, and statuses, along with a report on any actions taken in response to consultant recommendations. Furthermore, agencies are mandated to publicly post final consultant reports linked to the original contracts. The effective date for this act is set for November 1, 2026.
