Additionally, the bill establishes a public database for active contracts between state agencies and private vendors, which must include the vendor's name, total expected cost, purchase order number, and description of deliverables, while exempting certain information protected under the Oklahoma Open Records Act.

Furthermore, state agencies are required to submit documentation to the Central Purchasing Division when entering into contracts, including a statement of work, hourly rates, supporting documentation, and performance guarantees. Agencies must also conduct post-assessments of contracted services within thirty days of key milestones or contract completion, evaluating whether contracts were completed on time and within budget. Incomplete contracts must be reported in annual budget submissions along with estimated completion times. The bill is set to take effect on November 1, 2026.
