The Oklahoma Animal Abuse Offender Registry Act establishes a registry within the Oklahoma State Bureau of Investigation for individuals convicted of specific animal abuse crimes after November 1, 2026. This registry will include personal information such as the individual's name, address, date of birth, and details of the offense. District court clerks are required to submit relevant case information to the Bureau within 30 days of a case's final disposition. The registry will maintain records for two years for first-time offenders and five years for repeat offenders, with provisions for individuals with deferred sentences to apply for removal from the registry.
Additionally, the bill amends Section 1685 of Title 21 of the Oklahoma Statutes, increasing the punishment for animal cruelty offenses from a maximum of five years to ten years in prison, and raises the maximum fine from $5,000 to $10,000. The Bureau is tasked with creating a public-facing website for the registry by November 1, 2027, and will also develop rules to ensure that individuals subject to the registry are informed of its provisions. The act is set to take effect on November 1, 2026.
