This bill establishes the Cyber Crime and Fraud Unit within the Oklahoma State Bureau of Investigation (OSBI) to enhance the Bureau's capacity to investigate cyber-enabled criminal activities, financial fraud, and related offenses. The Unit will operate under the existing jurisdiction of the OSBI and will conduct investigations, provide support to OSBI agents and other agencies, coordinate with various partners, and develop training programs. The OSBI Director is granted the authority to assign personnel and reallocate resources as necessary for the Unit's operations.
To fund the Cyber Crime and Fraud Unit, the bill appropriates a one-time sum of $3 million from the General Revenue Fund for personnel costs, technology, training, and operational expenses. Additionally, starting November 1, 2026, a fee of $2 will be assessed annually on motor vehicle insurance policy renewals, with the proceeds directed to the newly created Oklahoma State Bureau of Investigation Cyber Crime and Fraud Unit Revolving Fund. This fund will be used for the same purposes as the initial appropriation, and the OSBI is required to provide an annual report detailing the use of these funds and program outcomes.
