The bill establishes the Oklahoma Kids After-School Grant Program (OKAGP) within the Department of Human Services, aimed at supporting community-based organizations that provide after-school programs for children in grades K-12. To qualify for the grants, these programs must incorporate reading assistance or tutoring based on the science of reading, which includes systematic instruction in various literacy skills. Additionally, organizations may be exempt from the Oklahoma Child Care Facilities Licensing Act if they meet specific criteria, including operating a minimum of five locations in the state.

Furthermore, the bill creates the Oklahoma Kids After-School Grant Program Revolving Fund, which will be a continuous fund not limited by fiscal year constraints. This fund will consist of all appropriations and donations received by the Department of Human Services and will be used to award grants under the program. The Department is also authorized to promulgate rules for the implementation of the grant program. The act is set to take effect on November 1, 2026.
