The bill amends the Oklahoma Security Guard and Private Investigator Act by expanding the definition of "security guard" to include individuals contracted for specific roles at events such as concerts, festivals, and sporting events. These roles include ushers, ticket agents, and gate agents, whose responsibilities may involve checking tickets, directing patrons, and ensuring compliance with venue policies. The amendment stipulates that these contracted employees must operate under the supervision of a certified security guard or law enforcement officer, with a required ratio of one certified individual for every fifteen uncertified contractors at entry points.

Additionally, the bill clarifies that the term "security guard" does not apply to certain individuals, including full-time or active reserve certified peace officers while performing official duties, and those whose employment terms are governed by a collective bargaining agreement as of May 9, 1989. The effective date for this amendment is set for November 1, 2026.
