This bill amends Oklahoma's laws regarding loitering and the registration of sex offenders by requiring individuals convicted of loitering under Section 1171 to register as sex offenders under the Sex Offenders Registration Act. Loitering is defined as hiding or waiting in areas where individuals have a reasonable expectation of privacy with the intent to observe them clandestinely. The bill establishes penalties for such actions, including misdemeanor charges, imprisonment, or fines, and expands the list of offenses requiring registration to include violations of Section 1171. It also outlines a process for offenders to petition for removal from the registry after a specified period, contingent upon meeting certain criteria.
Additionally, the bill details the responsibilities of offenders regarding address changes, employment, and school enrollment in relation to sex offender registration. Offenders must notify the Department of Corrections and local law enforcement of any address changes within specified timeframes, as well as inform authorities of any changes in employment or school enrollment within three days. The bill also mandates that individuals residing in another state who have been convicted of offenses punishable in Oklahoma must register if they stay in the state for five consecutive days or longer. The act is set to take effect on November 1, 2026.
