The Southeast Scenic Rivers Act establishes a framework for the preservation and management of designated scenic rivers in Oklahoma. The Act authorizes the Legislature to designate specific rivers, including the Glover River, Kiamichi River, Little River, and Mountain Fork River, as scenic rivers due to their unique natural beauty and recreational value. To oversee these areas, the Act creates the Southeast Scenic Rivers Commission, which will consist of eleven members appointed by various state officials, including the Governor and legislative leaders. The Commission is tasked with developing minimum standards for the management of these scenic areas, ensuring public participation, and adhering to the Oklahoma Open Meeting and Open Records Acts.

Additionally, the Act amends existing provisions related to the Oklahoma Wildlife Conservation Commission, allowing it to cooperate with the newly established Southeast Scenic Rivers Commission. The Commission is prohibited from exercising eminent domain and is granted various powers, including the ability to appoint an administrator, coordinate with other governmental agencies, and enforce compliance with the Act's provisions. The Act is set to take effect on November 1, 2026.
