This bill amends the Oklahoma Vehicle License and Registration Act to introduce non-resident in-transit temporary credentials as an alternative to traditional temporary and permanent license plates. Under the new provisions, non-resident purchasers can receive a temporary credential when they attest that their vehicle will be titled or registered outside of Oklahoma. This change aims to simplify the registration process for non-residents and allows them to operate their vehicles with the temporary credential for a limited time. Additionally, the bill clarifies the responsibilities of dealers regarding the registration and licensing of used motor vehicles, ensuring that timely documentation is submitted to Service Oklahoma or licensed operators after a sale.

Further amendments include the requirement for purchasers to register or license their vehicles within two months of purchase and the stipulation that selling dealers must provide a temporary license plate made of specific materials. In cases of material shortages, the Oklahoma New Motor Vehicle Commission may approve alternative materials. The bill also outlines the necessary information that must be displayed on the temporary license plate and establishes penalties for misuse by licensed dealers, including potential revocation of their license. The act is set to take effect on November 1, 2026.
