To facilitate the funding of the ORHT, the bill creates the "Oklahoma Rural Health Transformation Revolving Fund," which will be a continuous fund not subject to fiscal year limitations. This fund will consist of all monies received for the RHT Program and will be appropriated for approved programs and projects. The State Department of Health is authorized to enter into memoranda of understanding with partner agencies for the expenditure of these funds, limited to necessary costs for completing RHT projects. The bill also declares an emergency, allowing it to take effect immediately upon passage and approval.
